Placer County is soliciting sealed proposals from qualified firms to provide professional services to develop and implement a Local Roadway Safety Plan. 

The purpose of this Request for Proposals (RFP) is to select a qualified consultant to update the existing Local Roadway Safety Plan (LRSP) and incorporate any needed modifications to bring it into compliance with the Highway Safety Improvement Program (HSIP) Cycle 13 requirements and all other grant programs that require an LRSP or similar study. The existing LRSP was adopted in 2021.

The LRSP serves as a comprehensive tool to enhance safety throughout the County’s roadway network. The LRSP documents the County’s vision and goals of the transportation safety program. It will continue to serve as a tool to help the County identify roadway segments and intersections that may need safety improvements. The County’s engineering staff can then target these locations for detailed engineering investigations to determine what, if any, improvements should be implemented.  Analyzing collision data will also help to identify potential safety projects for grant applications.  This update will also identify and include a list of roadways to be designated under Placer County’s High Injury Network (eligible for speed limit reduction(s)).  

The project requires a range of consultant services including, but not limited to, transportation planning and traffic engineering, project management, stakeholder coordination and public outreach that will include a website and two virtual meetings. 

This Request for Proposals (RFP) will result in the award of a contract to a single firm or organization for all of the services described here in. This RFP includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal.
