The County of Placer (The County) is requesting competitive proposals for Design/Build services to design and construct the Placer County Mental Health Facility (hereinafter the “MHF”) and the Placer County Medium Security and Vocational Training Facility (hereinafter the “MSVTF”), (hereinafter collectively referred to as “Projects”). The County’s Request for Proposals is a competitive selection process which will proceed in two phases. Phase 1 is the Prequalification Phase in the Design/Build Entity (“D/B Entity”) selection process. This phase consists of a completely objective scoring methodology to rank candidate design/build firms. The Prequalification Phase will include Prequalification Document submittal and interviews of each D/B Entity who achieve the requisite point totals on the scored questions. The result of Phase 1 will be that only the three top ranked D/B Entities will be allowed to participate in Phase 2. Phase 2 is the Technical Proposal Phase of the selection process. The County will distribute the Technical Proposal Documents to those firms prequalified in Phase 1. The Technical Proposal Documents will be a detailed description of the County’s expectations for the Projects including the Projects Space Programs, Projects Construction Cost Range, Design and Performance Criteria, Design/Build Agreement, known site conditions and other pertinent project information. The Technical Proposal Documents will also stipulate the minimum deliverables and level of detail required in the proposal submittals for consideration. During the proposal development period, the County will conduct a series of informal and confidential conferences with the D/B Entities. Upon submission, the County and its review team will evaluate the proposals on their merits and based on their conformance to the published performance standards. The proposal demonstrating its adherence to the performance criteria and overall best value for both projects will be awarded the design/build contract for both projects. The contracts and all other contractual documentation for the two projects will be administered as separate projects. Pending Board of Supervisor approval, it is anticipated that a stipend will be paid to the unsuccessful proponents who complete Phase 2 of the RFP process.
