The County of Placer is soliciting proposals from experienced and qualified housing developers interested in developing, constructing and owning and operating or selling high quality residential units at the Cincinnati Avenue site in unincorporated Roseville, California. 

This RFP will result in the award of an Option to Ground Lease or Purchase and Sale Agreement (“Property Agreement”) that would allow for the initial stages of project development, implementation, and continued operation and/or sale of a residential development.

Phase 1 constitutes the preliminary stage of the competitive selection process, during which bidders shall submit their proposals for review. The County will evaluate all submissions in accordance with established criteria and subsequently identify a shortlist of qualified teams to advance to Phase 2.

A proposer’s conference has been scheduled for March 18, 2026 at 10:00 am.  Interested firms will have an opportunity to submit questions regarding the requirements outlined in this RFP.

Substantial clarifications or changes required as a result of the meeting will be issued in the form of a written addendum to the RFP. Comments or statements made by County staff at the meeting which could be presumed to alter the RFP requirements are not valid unless included in a written addendum.
