The Western Placer Waste Management Authority (WPWMA) is issuing this Request for Proposals (RFP) to select a qualified contractor to operate the Western Regional Sanitary Landfill (WRSL).

The WPWMA expects to award the WRSL Operating Agreement (or Agreement) by January 1, 2022. The Agreement is expected to take effect July 1, 2022 for a term of ten (10) years unless a longer term is otherwise agreed to by the WPWMA and the Selected Operator.

Concurrent with this RFP to select a contractor to operate the WRSL, the WPWMA is issuing a separate RFP to select a qualified contractor to operate the WPWMA’s Recovery Facilities, which consist of the following facilities:

• Material Recovery Facility (MRF);
• Organic Processing Operations (Compost Facility);
• Construction and Demolition Debris Processing Operations (C&D Facility); and
• A public disposal area (Public Area), inert material receipt and storage area (Inert Area), and Household Hazardous Waste and Buyback Facilities.

 The WPWMA may select the same or separate contractors to operate the WRSL and the Recovery Facilities, but considers one contractor (or contractor team (prime/sub)) to be preferable to separate independent contractors for the WRSL and Recovery Facilities.
