The County of Placer is soliciting proposals from qualified individuals or firms to develop an operational manual for Placer County’s Fire Safe Councils. The selected consultant will conduct research and develop a manual designed to provide detailed guidance for council members. This manual will cover a wide range of topics, including, but not limited to, defining the authority and responsibilities of the Fire Safe Councils, the applicability of County regulations to the Fire Safe Councils, and the implementation of appropriate provisions of the Brown Act, with an emphasis on ensuring transparency and accountability in council operations.  Placer County has budgeted a maximum of $85,000 for a consultant to develop the requested manual.

This Request for Proposals (RFP) process will result in the award of a contract for services to be completed within approximately four months. The final deliverables are due December 1, 2024 and payment and closeout must be completed by December 15, 2024.
