The County is seeking Statements of Qualifications (SOQ) from qualified firms to provide Right of Way (R/W) appraisal, negotiation, and related services, and real property appraisals on an as-needed basis. The work will typically be related to right-of-way acquisitions, County facility/land acquisitions, open space, agricultural conservation easements, leasing activities, and land dispositions, including residential, commercial, vacant land, multi-family, and hospitality. These services will be primarily requested by the Department of Public Works, Planning Department, County Counsel, and Department of Facilities Management. Other departments may also use these services on an as needed basis.

The work to be performed by the selected firm(s), hereinafter referred to as the Consultant(s), shall include but not be limited to Section 5.0 and 6.0 Scope of Work. This RFQ will result in two (2) separate lists of approved firms for the categories described below.

1. Right of Way Appraisal, Negotiation, and Related Services

2. Real Property Appraisal Services

Firms or individuals are encouraged to submit qualifications for one or both categories described in this RFQ. Statements of Qualifications (SOQs) for each category submitted will be rated separately. Firms or individuals responding to this solicitation shall clearly state in their cover letter the category(s) that they would like to be considered for.

The County intends to establish two lists of approximately eight (8) Consultants for each Service type (Right of Way Appraisal and Negotiation Services and Real Property Appraisal Services) for a total of 16 Consultants, which shall be valid for three (3) years from the date of award, with an option to renew for two (2) additional one-year periods.
