Homelessness is a regional concern requiring a systematic and collaborative plan.  To achieve a higher level of coordination, the Placer Regional Homelessness Response Planning Team was launched in August 2021.  The project is a joint effort between County of Placer, its South-/Mid-Placer County municipalities, and homeless housing and services funders to synchronize and leverage shared action across the region in response to homelessness. This Request for Qualification reflects input received from the Placer Regional Homelessness Response Planning Team related to community need and siting criteria (see Attachment B). 

Placer County is soliciting information from qualified applicants to provide all or some of the following services: 

• Acquisition and/or Rehabilitation
• Operation of Supportive Housing
• Rent, Lease, or Master-Lease of Property(ies)
• Technical Assistance/Consulting

This RFQ will result in a Qualified List of firms or organizations to develop supportive housing and/or provide related services including some combination of acquisition and/or rehabilitation, renting, leasing/master-leasing, operation of supportive housing, and technical assistance/consulting. Benefits to partnering with the County on supportive housing development include the County helping to find additional financing for projects, and additional support during the development process. 

Applicants are encouraged to apply for any or all the components outlined above.  Preference will be provided to those applicants that can demonstrate the ability to provide more than one category of service, with the most preference given to those that offer the most services.
