NOTICE IS HEREBY GIVEN that sealed bids will be received by the County of Placer herein referred to as “County,” at the Office of Procurement Services, located at 2964 Richardson Drive, Auburn, CA 95603 prior to 11:00:00 a.m., February 23, 2022, for furnishing all labor, material, tax, transportation, equipment, and services necessary for: PLACER COUNTY SMD1 AND 2 SEWER LIFT STATION IMPROVEMENTS FOR:
ALSO KNOWN AS, BID NO. 20268 (the “Work”). Bids will be opened and tabulated at said location immediately after said date and time. Any bids received after the time specified shall be returned unopened. NTC-1. Description of Work: The Work consists generally of the following: All Work improvements complete including, but not limited to; demolition of existing asphalt pavement, structures/foundations/existing items per plan; remove/relocate existing items; grading and compaction of structure backfill for building pad; install a new wet well lid and safety grate; install new pumps, rails receivers and appurtenances; install new miscellaneous valves, and pre-cast concrete vaults; install new electrical and instrumentation (may include control panel, pump control cabinet, VFD panel, spare and new conduits); relocate existing PG&E underground service and replace with new meter main and panelboard with distribution; install new electrical components for disconnect, new transfer switch, new termination panel and new connection for mobile generator; install a new pre-engineered wood-framed building package (Tuff Shed® or approved equal); construct a new HMA pavement structural section; construct new asphalt dikes; install temporary best management practices (BMPs) devices for erosion control; install rip-rap lined channel; construct new reinforced concrete foundations and slabs-on-grade; emergency storage tank improvements; and traffic control during construction. The County has estimated cost of the Work to be Four Hundred Seventy-Three Thousand Six Hundred Seventy-Five Dollars ($473,675.00). NTC-2. Obtaining Contract Documents: Official copies of the Contract Documents for bidding may be downloaded free of charge at the following link: https://placer.bidsandtenders.net. Questions regarding the Work or the contract Documents shall be submitted online on the bids&tenders™ website. NTC-3. Pre-bid Conference: A pre-bid job walk for informational purposes will be held on Tuesday, February 15, 2022, at 10:00 am meeting at Placer County Utility Yard located along “F” Avenue near the intersection with 2nd Street in Auburn, CA 95603. The meeting will allow bidders to observe equipment purchased by Placer County for the Project where it is stored, and to address any questions. CDC guidelines and the Placer Health Officer’s directive to wear face masks will be observed by all job walk attendees. The County will produce and post videos and/or photos of the job site on bids&tenders™ in lieu of conducting a job walk at each Project Location. Bidders are encouraged to attend the pre-bid conference. For the purposes of bidding on the Contract, bidders will be considered to be on notice of any and all information discussed at said conference regardless of attendance. NTC-4. Construction License: The successful bidder must possess at all times, at a minimum, a valid Class A General Engineering Contractor’s License issued by the State of California. NTC-5. Proposal Guarantee: See “Security Instructions” section of this bid in bids&tenders™ for Bid Security requirements. NTC-6. Submission of Proposals: Bids must be received by the County prior to the hour and date of the bid opening. Bids shall be submitted to the bids&tenders™ website. Bids shall be made upon the form(s) provided in the bid documents. No bidder may withdraw its bid for a period of Sixty (60) days after the time set for the opening of bids. NTC-7. Prevailing Wages: The Work is subject to the payment of not less than prevailing wages under Labor Code Section 1770 et seq. Bidders are hereby notified that the Director of Industrial Relations has ascertained the general prevailing rate of per diem wages and the rates for overtime and holiday work in the locality in whichthe work is to be performed for each craft,classification or type of worker needed to perform the Work under the contract which will be awarded to the successful bidder. Copies are on file with and available upon request from the Department of Facility Services or at http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. Bidders are further notified that this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Further information on Compliance Monitoring Unit requirements can be found at https://www.dir.ca.gov/dlse/cmu/cmu.html. No contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015 unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5, with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No contractor or subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with the Department of Industrial relations pursuant to Labor Code section 1725.5. Contractor agrees to comply with all related provisions of the Labor Code, including but not limited to, the provisions of Labor Code Section 1775 relating to the payment of prevailing wages, Section 1777.5 relating to the employment of apprentices and Section 1811-1813 relating to the payment of Overtime. Failure to comply with the proper prevailing wage requirements may result in a penalty of up to $200 per day per worker. Failure to comply with apprenticeship requirements may result in a penalty of $100-$300 for each calendar day of violation. Failure to pay proper overtime rate may result in a penalty of $25 per day per worker. NTC-8. Award: The Contract, if it is awarded, shall be awarded to the lowest responsible bidder whose proposal complies with the specified requirements. The award of Contract will be made by the Board of Supervisors. The Contractor shall execute and return the Contract, with the required bonds and insurance certificate, within ten (10) calendar days after notice of award. NTC-9. Rejection of Bids: The County reserves the right to reject any or all bids. The County reserves the right to waive any minor or immaterial irregularities in the bids. NTC-10. Bonds: The successful bidder shall be required to furnish both a payment bond in an amount equal to one hundred percent (100%) of the Contract price and a faithful performance bond in an amount equal to one hundred percent (100%) of the Contract price on the form set forth in the Contract Documents. NTC-11. Substitution of Securities: Bidders are informed that, pursuant to Public Contract Code section 22300, the successful bidder may substitute securities for any monies withheld by the County to insure performance of the Work.
