The County of Placer is soliciting proposals from qualified organizations to operate a six bed Adult Behavioral Health Crisis Respite Center (currently called the “Lotus”) on the Cirby Hills campus at 101 Cirby Hills Drive, Roseville, CA 95678 on behalf of Health & Human Services’ Adult System of Care (ASOC). This is an unlicensed short-term (currently less than 23 hours but with future potential for stays up to 48 hours) voluntary program for those experiencing a behavioral health crisis, but who do not require a higher level of care. This service is offered on the same campus as existing County outpatient behavioral health and other ASOC services, a Wellness Center opened to any adult Placer resident including guests of Lotus, a 16-bed Psychiatric Health Facility (PHF), and a voluntary Crisis Residential program. The selected organization should be prepared to accept and treat adults ages 18 and above, including older adults. It is expected that the selected organization will have experience providing services to individuals with mental illness and substance use disorders and preferably while in crisis.

This RFP will result in the award of a contract to a single organization to be effective for an initial term of approximately two years, with an option to renew the contract for two additional one-year periods, at the County’s discretion.
